Todd provides comprehensive representation for clients across the full spectrum of land use, real estate, and environmental matters. He is adept at guiding clients through complex administrative proceedings and resolving high-stakes disputes in litigation.

His practice centers on advising private clients and public entities—including landowners and developers of residential, commercial, and industrial properties—on critical development issues. He masterfully navigates the path to securing property entitlements, ensuring CEQA compliance, and interpreting planning and zoning laws.

Todd’s expertise extends to specialized areas, including infill project streamlining, Density Bonus and housing laws, and historic preservation. He regularly counsels clients on public-private partnerships, the Subdivision Map Act, the Williamson Act, and emerging cannabis land use regulations. In his litigation practice, Todd handles complex real property disputes, including challenging easement and boundary matters.

A recognized authority on California land use law, Todd is a frequent speaker at engagements throughout the state, particularly on the nuances of CEQA. He has served as a contributing editor for State and Local Government Land Use Liability and a reviewer for the Municipal Law Handbook.
